Leaving prostitution: a strategy for help and support

Sets out the actions to be taken to develop a Programme of Assistance and Support (PAS) for people who want to leave prostitution. In doing this, this strategy: provides a background to prostitution in Northern Ireland; identifies and considers the barriers to leaving prostitution and the services currently available to those who want to do so; and sets out the DHSSPS proposal for the PAS, including how the PAS will be monitored and evaluated. The document identifies key needs and areas of support and services that through agencies’ collaboration and joint working have the potential of helping those involved in prostitution overcome the barriers they face in leaving prostitution. These include: health; housing; employment and training; justice systems; domestic and sexual violence services; outreach and drop-in services; and counselling. (Edited publisher abstract)

This Strategy (2013 – 2020) and Action Plan (2013 – 2016) sets out the Northern Ireland Executive’s commitment to improving services and support for people with autism in Northern Ireland. It has been prepared as a result of the Autism Act (Northern Ireland) 2011, which required the Department of Health, Social Services and Public Safety (DHSSPS) to lead on the development and implementation of a cross departmental Autism Strategy. The Strategy and Action Plan have been developed in accordance with articles stated in the United Nations Conventions on the Rights of Persons with Disabilities (UNCRPD) to support the values of dignity, respect, independence, choice, equality and anti-discrimination for people with autism, their families and carers. The UNCRPD articles have informed the themes, strategic priorities and actions in the Strategy and Action Plan. The Strategy sets out eleven key themes: awareness; accessibility; children, young people and family; education; transitions; employability; independence, choice and control; access to justice; being part of the community; and participation and active citizenship. The Department of Health, Social Services and Public Safety (DHSSPS) is required by the Autism Act (Northern Ireland) 2011 to lead on the development of a cross-departmental Autism Strategy and Action Plan in Northern Ireland; and a 3-month public consultation began on 03 December 2012. The aim of the consultation was to provide the opportunity for public authorities and organisations, individuals (including people with autism, their families and carers), and community and voluntary organisations from across Northern Ireland to provide feedback on the suggested priorities they wished to see included in the Strategy and Action Plan. In Northern Ireland, suicide is one of the major causes of death in young adults, particularly in young males, and various studies have indicated that it is on the rise. Protect Life – A Shared Vision: The Northern Ireland Suicide Prevention Strategy and Action Plan 2006-2013 (Protect Life Strategy) was developed in response to the strong representations made by families bereaved by suicide and the community concerns in relation to clusters of suicide, especially in socially-deprived areas. This report sets out a summary of the work carried out on behalf of the Department of Health, Social Services and Public Safety (DHSSPS) during December 2011-June 2012 to evaluate the implementation of the Northern Ireland Suicide Prevention Strategy – Protect Life (A shared vision) 2006-2011 (the Protect Life Strategy).

Based on a review and learning from the first four years of implementation of 'Building on Improving and Safeguarding Social Wellbeing' launched in 2012, this document sets out 10 proposals for the future implementation of the strategy for social work in Northern Ireland. Stage two aims to further embed the strategy into mainstream social work activity. The strategy provides a vision for the whole social work system around three overarching goals: to build trust in the social work profession, to strengthen the capacity of the workforce, and to improve the quality and effectiveness of social work services. The document provides a summary of the current context for delivery; the impact of implementation on social workers, on those who use social work services and on the public; the effectiveness of the approach to implementation in Stage 1; the effectiveness of communication and engagement; the use of resources; the strategic direction and key priorities; and transition arrangement. Policy framework for safeguarding children and young people in the statutory, private, independent, community, voluntary and faith sectors in Northern Ireland. It outlines how communities, organisations and individuals must work both individually and in partnership to ensure children and young people are safeguarded as effectively as possible. The guidance covers the roles of and responsibilities of key agencies; preventative and early intervention measures which contribute to safeguarding children and young people; engaging and involving families, children and young people; responsibilities for child protection, within and between organisations and agencies; and safeguarding children and young people in specific circumstances; interagency working and information sharing; and an organisations responsibilities relation to the learning and development in their workforce. Originally issued in March 2016, the policy was refreshed in August 2017 to include an updated definition of child sexual exploitation. A joint strategy for dealing with Domestic and Sexual Violence and Abuse in Northern Ireland led by the Department of Health, Social Services and Public Safety (DHSSPS) and the Department of Justice (DOJ). The document looks at the prevalence and cost of domestic and sexual violence in Northern Ireland and then outlines the key five areas of the strategy. These are: Driving Change through Co-operation and Leadership, which focuses on collaborative working and promoting a more cohesive approach to tackling domestic and sexual violence and abuse; Prevention and Early Intervention, which aims to promote increased knowledge and understanding of violence and abuse, and change societal behaviours and attitudes; Delivering Change through Responsive Services, which focuses on preventing re-victimisation through building more responsive services; Support looks at the importance of providing a range of support for those who have been victims of domestic and/or sexual violence and abuse, including housing support, advocacy services and improving access to specialist psychological interventions; and Protection and Justice, which aims to improve the civil and criminal justice available to victims of violence and abuse, and their families.
