John Triseliotis died on 29 September 2012, aged 83. He was a pioneering figure in the field of adoption and fostering whose work and policy influence will benefit social workers, researchers and others involved in adoption and child welfare for many years to come. In addition to his wider influence, John regularly reviewed books for this journal and was always very willing to comment on submissions, most recently a study of illegal practices in the Greek domestic adoption system (Nanou, 2011), a topic close to his heart. Following individual tributes from three of John's colleagues and friends, and to mark his contribution, we are reprinting extracts from his influential book In Search of Origins: The experiences of adopted people (1973).1 The study on which it is based led to the reforms made later that decade, giving adopted people the right to seek information about their backgrounds and the circumstances surrounding their adoption. Evidence suggests that multiple moves while in foster care has a deleterious effect on children. Initial results from the federal Child and Family Service Reviews (CFSR) of 48 states found that only 40% of states met targets for placement stability. In response, many states have had to identify approaches to increase placement stability as a part of their Program Improvement Plans (PIPs). The aim of this study was to gain an understanding of the range of placement stability approaches states are using to reduce the incidents of foster home disruptions. Semi-structured interviews were conducted with 44 state and county child welfare administrators, supervisors, managers, staff members, and foster parents from 33 states. Thematic analysis of the interviews revealed that states are using the following 9 approaches to reduce the incidence of foster home disruptions: improving services to foster children; placement-matching; recruitment of foster parents; services and support to foster parents; training; consultation and collaboration; collaborative team approaches; involvement of biological parents; and prevention. States are using 2-9 of these approaches to increase placement stability, with 91% of states using 5-9 of these approaches. Despite this, few states are systematically evaluating the effects of these programmes.
