This report provides detailed information about the Care and Social Services Inspectorate Wales (CSSIW) findings on fostering services in Wales. The picture overall was of fostering services in Wales maintaining a similar level of compliance with regulations as in previous years, with some moderate improvements in some areas. As last year, there was no formal enforcement action in fostering services within the independent sector. However, required improvements highlighted this year include ensuring foster carers had all the necessary information about the children placed with them, and matching placements to children's particular needs. Fostering service providers had improved their compliance with regulations in respect of: the provision of a statement of purpose; the provision of a children's guide and some of these are of a good quality; the suitability of the manager, particularly in respect of the requirement to hold a management qualification and undertake management training; the quality of respite and short term placements; and the support provided to carers by independent and voluntary organisations. Further improvements are necessary in: recruiting appropriate numbers of carers with a range of skills and experience in order to identify and select carers who can meet the needs of individual children; and providing foster carers with all the necessary information about the children placed with them so that they are able to meet these children's needs and to ensure that they are aware of and prepared to meet the particular needs and challenges of the children placed with them.

Key elements required to recruit foster carers are drawn together in this guide for local authorities and independent fostering providers. It uses evidence from a survey of fostering services, follow-up interviews and focus group work with representatives from local authorities and independent fostering providers, and feedback from an ongoing programme of training events, seminars, workshops and conferences. It notes that 6 out of 10 fostering services did not meet their recruitment target and nearly half of fostering services reported having difficulty recruiting people from specific minority ethnic groups in 2008-9. Aiming to provide an opportunity to learn from past experience and to draw on examples of good practice and proven success, it looks at choosing a career in fostering, the recruitment team and recruitment strategy, finding people who could foster, promoting foster care, managing interest and encouraging enquiries, approving new fostering households, and essential support for foster families.
The development of foster family care in post-Communist countries: the experience of Lithuania

The development of foster family care in Lithuania since 1945 is described. The article to analyses the development of social welfare; describes the heritage left by the Soviet system; charts the changes in foster family care in the first decade after political independence and; discusses changes in services since joining the EU. The author concludes that the recent history of foster and residential care in Lithuania shows that the development of child welfare services is strongly related to international, national and municipal policies, private initiatives, the development of the social work profession and changing values and attitudes in the wider society. It also demonstrates the power of heritage and how old perspectives linger, permeating everyday life, family relationships and the provision of services. The analysis confirms the extent to which the identity of foster families is influenced by policies and practices at macro and micro levels.
