The Warner report has been welcomed for providing rigorous staff selection procedures to protect children in residential care but its recommendations may threaten equal opportunity policies. It is suggested that discrimination against certain groups will be made easier if candidates reveal, for example that they are lesbian or gay. There is also growing evidence which suggests that psychometric testing, if used in the selection process can discriminate against people from black and other ethnic groups.
