This learning point was developed from an event held in Fife in June 2009. The event focused on how to tackle inequalities in a coordinated way, bringing together the three Scottish Government national frameworks to address inequalities. The Criminal Justice and Licensing (Scotland) Bill was introduced into Parliament on Thursday 5 March 2009. The Scottish Government have considered for all provisions within the bill whether policies being taken forward through the Bill meet the equal opportunities requirements. This publication provides details of equality impact assessments (EQIA) that have been carried out. Where a policy does not have an EQIA included, this means the equal opportunities impact of the policy has been assessed and no formal EQIA has been considered necessary.

It is one of seven reports published in response to the ‘Scottish Ministers’ Duty’. The report covers universities and colleges, schools, disabled young people and transitions, services for disabled adults (including employability and social care services), and services for disabled children and their families. Each chapter contains an introduction to the relevant policy context, research and statistical evidence on the position of disabled people and progress towards greater equality, findings about progress from examination of disability equality schemes, a note on the use of categories of disabilities in these schemes, and a note on the evidence they contain of consultation and involvement of disabled people and their families in the development of the schemes.

The Scottish Government’s published a revised disability equality scheme on 24 May 2008. It sets out the Scottish Government’s commitment to progressing disability equality, and the steps that will be taken across Government to implement the disability equality duty over 2008-2011. As part of the disability equality duties the Government is required to publish an annual report containing a summary of the steps that have been taken to implement the actions in the scheme, and the outcome of information gathering. This report provides an overview of the actions that have been taken by the Government over the last 6 months, since publication of the revised scheme in May 2008. This Framework has been developed to challenge the inequalities older people face as they age. The framework focuses on three main areas to ensure that older people can: engage with and contribute to their communities, access the public and other services they need, and ensure financial security as they move into retirement.
