This report provides a preliminary analysis relating to the current knowledge about and provision for people with dementia in Wales. The research involved fact finding from people with dementia, their carers, some expert professionals, and from desk top research. Three meetings were held; 1 attended by carers only and 2 attended by both carers and people with dementia. The sessions were structured around the idea of a dementia journey and people’s experience of this, what had worked well and what was difficult, as well as what needed improving. The report begins by discussing the issues raised at the meetings. It then moves on to the other information obtained during the preliminary analysis, looking at: the pattern of provision of social service and social care; and national and local studies and research. A significant finding is that there are wide variations in what is available across Wales and that this variability doesn’t seem to be related to need. The findings are considered in relation to the future commissioning of services. This analysis should be used to inform the second stage of the National Service Framework’s (NSF) review of older people.

This report presents review findings into how well local authorities were implementing the statutory guidance on commissioning adult social care services. The review took place between July 2013 and January 2014. It involved the completion of self-assessment forms by local authorities focusing on the commissioning of adult social care and fieldwork visits to five local authorities (Blaenau Gwent, Vale of Glamorgan, Swansea, Merthyr Tydfil and Flintshire) to look at how well services for people with dementia and their carers were being commissioned. The findings of the review are summarised under the following themes: governance and strategic planning; prevention and early intervention services; supporting people in the community; supporting people with complex needs; and engaging service users and carers. Good practice examples are also included. Overall the review found that current commissioning arrangements for dementia services are not sustainable in the face of projected future demands and financial pressures. Moves towards integrating health and social care services is also slow. Significant gaps in the planning and provision of early prevention services were also found. The review makes 8 recommendations.
