The Children Act 2004 received royal assent on 15 November. It puts into legislation the proposals and recommendations set out in the green paper 'Every child matters'. Its aim is to improve services for children and young people. Its core sections address the functions of the Children's Commissioner; the duties of children's services in England and Wales; and other miscellaneous issues, including private fostering, childminding and day care, and reasonable punishment.

Asks what qualities recruiters will be looking for in children's services directors. Reports the concerns of Ian Johnston, Director of BASW, that social work is at risk of being marginalised when pushed together with a bigger profession like education. The potential to pioneer truly holistic services will attract some, but a survey found 55% of existing social services directors did not want the job. Some councils currently recruiting or planning their strategies gave key requirements as: ability to drive change; truly child-centred; social entrepreneurship; championing a vision; credible as leaders; innovation; and builders of strategic partnerships.
Child welfare services and delinquency: the need to know more

Describes the need for a better understanding of the moderating effects of child welfare services on delinquency. Although juvenile delinquency is commonly studied researchers have paid little attention to the degree to which child welfare services may be associated with changes in subsequent delinquency rates. Emerging evidence suggests that for certain groups of maltreated children, such as children of colour and females, certain child welfare services are associated with variations in risk of delinquent outcomes. Discusses key methodological, theoretical and policy implications that help guide further research in this area.
