The Executive commissioned this report in recognition of the contribution which unpaid carers make to the provision and quality of care in Scotland. Unpaid care is likely to grow in importance as people live longer and receive more care at home. The study was commissioned to help the Executive consider the main factors which need to shape the development and funding of services so that they can best support the contribution of unpaid carers over the next 10 years.

A summary of a SCIE position paper which used a literature review and practice survey to identify good practice in carer participation. The summary presents key findings under the headings: Are carers participating?; Are all sorts of carers getting involved?; How is carer participation happening; How good is the evidence?; What is the situation with individual carer assessments? Barriers to carer participation? What works in carers participation?; and similarities with carer participation. Overall, the current picture suggests that carer participation is happening, however, the extent to which it is functioning and evaluated is not clear.

This report provides an estimate of the economic value of unpaid carers in the UK economy and updates previous estimates published by Carers UK in 2011. Key findings estimate the economic value of the contribution made by carers in the UK is £132 billion per year, almost double its value in 2001. This is close to the total annual cost of health spending in the UK which was £134.1 billion in 2014-15. The report then looks at why the value of care has increased and identifies three main factors: an increase in the number of hours of care provided by carers, an increase in the number of carers, and a reduction in home care support by local authorities. Recommendations include the need to address the underfunding of social care, improve financial support for carers and the introduction of a right to paid care leave. Appendices provide figures for local authorities (England, Wales & Scotland) and Health and Social Care Trusts (Northern Ireland) on the number of carers and their value for 2015. Comparisons are also provided for 2001 and 2011. (Edited publisher abstract)

In 2009, GfK NOP Social Research was commissioned by the NHS Information Centre for Health and Social Care to conduct an ad hoc face-to-face survey of carers in England. The aims were to establish the prevalence of caring, assess trends in the characteristics of carers and the intensity and nature of caring, and investigate the level of support for carers and the impact of caring on carers.
