This consultation document seeks views on draft proposals to mandate the registration of workers in care home services wholly or mainly for adults and residential family centre services from 1 October 2022, placing a requirement on service providers to only employ and/or engage under a contract for services individuals who are registered with Social Care Wales (SCW). More specifically, the draft legislation will: place a requirement on providers of these services to ensure that employees who provide care and support to any person within the service are registered with SCW within six-months of commencing their employment; and place a requirement on providers of these services to ensure that any individuals engaged under a contract for services who provide care and support to any person within the service are registered with SCW within six-months of the date that they are first engaged under a contract for services. Practice guidance to support the care home sector to improve the quality of the food they serve to residents and to help them meet the range of needs of the older people in their care. The guidance covers a range of topics to support care homes including, food standards, guidelines and menu planning, the importance of hydration, eating and drinking well with dementia, assessing and monitoring residents dietary needs. This report provides a final update on progress in relation to the actions set out in the Care homes action plan, reflecting on lessons learnt during the pandemic and next steps. It focuses on six specific areas: infection prevention and control; personal protective equipment (PPE); general and clinical support for care homes; residents’ well-being; social care workers’ well-being; and financial sustainability. Effective use of testing, PPE and infection prevention and control practices have seen a noticeable drop in the number of positive test results within care homes. The vaccination programme, whilst not removing the need to ensure these practices remain in place and are adhered to, has also been seen as providing a glimmer of light at what has been a very long tunnel. Financial sustainability of the sector remains a significant challenge. COVID-19 has had an impact on the financial position of many care providers due to the additional cost pressures surrounding additional infection prevention and control activity and staffing constraints, alongside a reduction in income. This guidance provides advice for care home providers on facilitating outdoor visits; indoor visits when the level of COVID-19 at a local or national level allows; indoor visits in exceptional circumstances including end of life; and people going out into the community and visiting family and friends. The guidance sets out an ethical framework to support people living and staying in care homes to reconnect safely with families, friends and professionals, consistent with the requirements of the wider coronavirus restrictions. The ultimate decision on whether, and in what circumstances care home visits take place rests with the individual provider, and some providers will find it more challenging to facilitate visits than others. However, this guidance is intended to support providers to enable visits to take place, and providers are expected and encouraged to facilitate visits wherever possible. Statutory guidance to help providers and responsible individuals of care home services, secure accommodation services, residential family centre services and domiciliary support services operating in Wales must meet . The guidance relates to Parts 3 to 20 of The Regulated Services (Service Providers and Responsible Individuals) (Wales) Regulations 2017, as amended. The guidance is also relevant to providers making an application for registration as a service provider under section 6 of the Act. Statistical release providing information on the numbers of services and places that are regulated by CSSIW in Wales, including Adult Care Services (including care homes, home care, and adult placement), Children’s Services (including residential child care, residential special schools and fostering and adoption services) and Children’s Day Care as at 31 March 2016. The release also includes comparisons with results for previous years. Key results found that the number of services registered at any one time remains relatively unchanged. A total of 6,209 services with 108,699 places were registered with CSSIW as at 31 March 2016, a decrease of 54 services and an increase of 2,749 places since the same quarter the previous year. Results found a slight decrease in the number of adults' services and places registered compared to the previous year, with 1,582 adults' services and 25,642 service places registered at 31 March 2016. There was a slight increase in children's services, with 241 children's services and 2,217 places registered with CSSIW as at 31 March 2016. (Edited publisher abstract)

Government consultation seeking views on changes to the regulation and inspection of adult placement services in Wales, as part of phase 3 of implementing the Regulation and Inspection of Social Care (Wales) Act 2016. The new placement regulations will replace The Adult Placement Schemes (Wales) Regulations 2004 and The Adult Placement Schemes (Wales) (Miscellaneous Amendments) Regulations 2010 in Wales. The consultation also seeks views on the draft statutory guidance to accompany the regulations and on the principle of extending adult placement schemes to include 16 and 17 year olds. The draft Adult Placement Services (Service Providers and Responsible Individuals) (Wales) Regulations 2019 and their accompanying statutory guidance, set out the service standards that will be required of independent and local authority adult placement scheme providers from April 2019.
