Forward to the past: can the UK black and minority ethnic third sector survive?

This article explores the emergence of a black and minority ethnic (BME) third sector in the UK since the 1950’s. Based on published literature, it examines policy issues facing the sector as a whole. The article suggests that with the current economic crisis, together with the government’s approach to race, that, despite evidence of growing needs, the formerly rapid-growing BME communities have been left with a much weakened voice. In conclusion, the sector has been marginalised both in relation to welfare policy as a whole but also within the third sector more specifically. Sections include: politics and policy; BME organisational responses; current issues; and ‘forward to the past’.

BEAM (BME Alliance for the East Midlands) was founded in 2009, aiming to make black and minority ethnic (BME) regional work more relevant and purposeful by giving BME organisations in the East Midlands a voice to influence policy, to draw in additional resources and to advocate for the interests of the BME sector. In this article, a member of BEAM describes its principles, including its informal status, and practical activities with examples of how the organisation helped to ensure that BME groups could respond to consultations, concluding that after 12 months of activity BEAM has demonstrated what could be done by a committed group of people with no money, and that it helped to develop ways of working and meeting multiple outcomes that other voluntary and community organisations can learn from.
