Age, gender and ethnicity of those detained under Part II of the Mental Health Act 1983

Aggregate returns give limited information about those detained under the Mental Health Act 1983. This research uses existing data-sets to examine detentions under Part II of the Act. Findings show that the difference in rates of detention between Black and White people is greater than previously thought. The excess of older women detained under Part II of the Act is largely due to the lower life expectancy of men.

The aim of the research was to investigate the social and policy implications of nonheterosexual ageing. Through exploring the experience of self-identified lesbians, gay men and bisexuals aged 50 and above we intended to identify the specific issues that arise for ‘older’ non-heterosexuals, explore strategies developed in negotiating everyday living outside established norms and supports, and identify key issues that arise for policy. The research was shaped by a theoretical interest in the challenges that contemporary social change brings up for ageing populations themselves and for policy makers.

The rapid growth of the elderly population coupled with research demonstrating the existence of ageist stereotypes even among very young children have led to the rise of intergenerational programmes. Very limited research has been conducted, however, to demonstrate the effectiveness of these programmes in producing attitudinal change or other beneficial outcomes for at-risk children. This study examined the impact of an intergenerational program on children's attitudes toward elders and on their school-based behaviours.

Older women with HIV/AIDS constitute an invisible population that is often ignored by organisers of HIV prevention efforts as well as by HIV and aging organisations. This article explores the importance of a feminist approach to practice with a population affected by the intersection of ageism, sexism, and AIDS phobia. Describes a support group for midlife and older women with HIV/AIDS is, and discusses four themes that were identified by the group participants.

This paper considers two recent initiatives in Northern Ireland relating to targeting social need and inequalities. While the paper deals with each separately they should be seen as complementary. The first initiative is a legislative duty found in Section 75 of the 1998 Northern Ireland Act, which followed the ‘Good Friday (or Belfast)Agreement’. This requires public authorities to pay due regard to the promotion of equality of opportunity for nine categories of people. In brief, the nine equality categories relate to: gender, age, marital status, disability, with/without dependants, religious belief, political opinion, racial group, and sexual orientation. The Northern Ireland Act also requires public bodies to promote good relations between people of different religious belief, political opinion or racial group. The second initiative is a cross Departmental policy New Targeting Social Need (New TSN) which aims to tackle social need and social exclusion. While unique to Northern Ireland, New TSN has features similar to other strategies in Great Britain that are designed to combat deprivation, disadvantage, poverty and social exclusion.

Housing issues are at the heart of the Governments agenda with the publication of the Housing Green Paper in April 2000. A number of clear demographic and social trends are shaping the nature of demand for housing, support, health and care services for older people over the next decades: the number of older people aged over 60 is on the increase; the number of frail older people is on the increase; older people who are owner-occupiers are on the increase; over half the older population are women; older people from black and minority ethnic groups are rising a group often marginalised from mainstream policies; the expectations and aspirations of older people are likely to rise over time.

Against a background of population ageing, policy makers in the majority of industrialised countries are developing policies aimed at extending working life and promoting the benefits of employing older workers. This report reviews developments in several countries and offers recommendations for public policy. Based on a review of recent literature and interviews with experts in Australia, Finland, Germany, Japan, the Netherlands and the USA, this report offers: a critical appraisal of current policies; highlights the fragmentation of these policies and the limited evidence for their effectiveness; considers the disadvantages of focusing attention on 'older workers'; attempts to shift the debate away from a narrow discussion of the needs of older workers towards a more general discussion of policy on work and the ageing process; shows how other countries are tackling age and employment issues; draws lessons for the development of public policy for older workers.
