This article focuses on the research evidence in the UK to examine in what ways and to what extent child welfare agencies, particularly local authorities, have worked towards co-operation with parents in relation to family placements. The author discusses the implications of the research evidence under review in terms of a spectrum of co-operation and, given the complex balancing of interest, views and perspectives involved, emphasises the need for honesty about how much co-operation is desirable or even feasible when the primary goal is to promote the welfare of the child.
