Improving services for substance misuse: commissioning drug treatment and harm reduction services

The Healthcare Commission and the National Treatment Agency have published a report which shows results from the second of three annual reviews to assess the performance of substance misuse treatment services. Focusing specifically on how services are commissioned and harm reduction service provision, the findings reveal the majority of services are performing well within acceptable levels across these categories. However, there were significant deficits, particularly in the provision of vaccination for hepatitis B and testing and treatment for hepatitis C. As 90% of all hepatitis C diagnoses are associated with injecting drug use, this is a key area of concern. The review covered 149 ‘local drug partnerships’ in England.

The Healthcare Commission (HC), in its first audit of specialist inpatient healthcare services for people with learning difficulties, argues that sweeping and sustained changes are needed if they are to meet the standards expected in the 21st century. The audit covered 72 NHS trusts and 17 independent organisations providing 638 individual services. The services support more than 4,000 people with learning difficulties. Each service typically supports six to 12 people. The HC carried out inspections at 154 services covering 68 of the 89 organisations.

The Healthcare Commission, the Commission for Social Care Inspection and the Audit Commission have jointly undertaken a review to create a national snapshot of the state of services for older people. The review looked at a range of services including care services and services that contribute towards the wellbeing and quality of life of older people. It also looked at progress against the Government’s National Service Framework (NSF) for Older People. This is the first collaborative in depth review carried out by the three commissions and the findings of this review have been published in the report Living well in later life: a review of progress against the National Service Framework for Older People.
