The principal aim of the Confidential Inquiry is to establish the extent to which people with learning disabilities die prematurely. It reviews the deaths of all people with learning disabilities from the age of 4 onwards. In its first year it covered Gloucestershire and the Avon area (Bristol, North Somerset, South Gloucestershire, Bath and North East Somerset), which have a mix of urban and rural areas close to the national average. This summary of the full Interim Report submitted to the Secretary of State for Health in February 2011 describes the background, process and scope of the Confidential Inquiry, joint work undertaken with the learning disabilities Public Health Observatory, and the Inquiry's preliminary findings. It includes figures on people interviewed by investigators, the number of deaths, cause and mode of death, age at death, characteristics of the people with learning disabilities who had died and were included in the Inquiry, and the severity of learning disabilities and its impact. It also discusses premature deaths, the difference that the Confidential Inquiry is making, and the way forward for the Inquiry in years 2 and 3.
