In January 2010, the ScottishCouncil for VoluntaryOrganisations (SCVO) and Voluntary Action Scotland (VAS) surveyed Scotland’s third sector local infrastructure organisations as well as representatives from Scotland’s National Intermediary Network. A total of 47 responses were received, 39 of which were from organisations in all 32 local authority areas, and 8 from National Intermediary representatives. This report provides an overview of the funding arrangements and relationships at local level between government and the third sector as of January 2010. Key findings include: in most areas the third sector is represented at the Community Planning Partnership (CPP) top table, but there is still no top table representation in Glasgow, Highland, North Ayrshire and Stirling; being at the CPP top table does not guarantee good involvement in the community planning process; notably in Inverclyde, South Lanarkshire and West Dunbartonshire; local authorities failing to undertake tendering as part of a broader commissioning process - one that includes needs assessment and consideration of the requirement to re-tender - include Aberdeenshire, Argyll & Bute, City of Edinburgh, Clackmannanshire, Eilean Siar, Glasgow City, North Ayrshire, Orkney, Renfrewshire and West Dunbartonshire; involvement in CPP structures below the top board is generally felt to be adequate in 24 authority areas (and for 65% of overall survey respondents); and in a majority (25) of authority areas (and for 78% of respondents), grant funding opportunities in their area are ‘becoming less frequent’.
