An avoidable crisis: the disproportionate impact of Covid-19 on Black, Asian and minority ethnic communities

A report of a review into how people from Black, Asian and minority ethnic backgrounds have been impacted by Covid-19. The pandemic is having a disproportionate and devastating impact on ethnic minority communities. Not only are Black, Asian and minority ethnic people dying at a disproportionate rate, they are also overexposed to the virus and more likely to suffer the economic consequences. The report argues that, despite repeated warnings, the Government has failed to take sufficient action. Covid-19 has thrived on inequalities that have long scarred British society. Black, Asian and minority ethnic people are more likely to work in frontline or shutdown sectors which have been overexposed to Covid-19, more likely to have co-morbidities which increase the risk of serious illness and more likely to face barriers to accessing healthcare. Black, Asian and minority ethnic people have also been subject to disgraceful racism as some have sought to blame different communities for the spread of the virus. The virus has exposed the devastating impact of structural racism. The report makes both immediate and long-term recommendations to protect those most at risk and tackle structural inequalities in several key areas including the machinery of government, health, employment and in the education system. This report sets out a framework for improving mental health and wellbeing in society, focusing on mental health across the whole society, including homes, schools, communities and workplaces, rather than simply within health and care services. The report is structured around three key themes: mental health is shaped by the environment in which people live, and as a result it is critical to ensure that the environment promotes and protects mental health; early intervention is needed to tackle problems before they escalate and need acute care; mental health impacts on many aspects of life, and so people living with mental health problems must be supported across society. The report presents a comprehensive set of recommendations, including: improving the social infrastructure; embedding mental health considerations in planning and design; a zero-tolerance approach to bullying; tackling isolation and loneliness; and improving access to mental health support and services, including in schools, family settings and the workplace. This discussion paper, from the UK’s Shadow Work and Pensions Team, is designed “to generate debate about the priorities for disabled people here and now, and in the next Parliament”. It suggests that the “government is forcing disabled people to pay for its economic mistakes” and that “As a consequence of government decisions, disabled people are carrying a heavier load than bankers in bringing down this debt. In the final year of this Parliament, cuts to disability benefits will be 40 per cent more than the amount taken off banks.” The paper criticises the performance of the Work Programme, and the government’s handling of the Remploy factory closures, before going onto raise concerns about DLA reform, ESA/WCA, time-limiting of ESA(cont), social care, the bedroom tax and the lack of disability payments under universal credit, and more. Finally, there are various questions which they raise about how improvements could be made to all of the above.
