Review with the terms of reference to: review the safeguards introduced for England and Wales by the Children Act 1989 and the further measures since taken to project children living away from home, with particular reference to children's residential homes, foster care and boarding schools; assess whether these safeguards are the most effective that can realistically be designed to protect such children from abuse and other harm and whether they are being satisfactorily enforced; and make recommendations accordingly to the Secretary of State for Health, and the Secretary of State for Wales. Part 1 introduces the review; part 2 looks at where children live; part 3 deals with parent, child and abuser (including what young people told the review, disabled children, emotional and behavioural difficulties, and children's rights and representation); part 4 deals with staff and institutions; and part 5 looks at systems.
