Tackling alcohol misuse has been identified as a priority in Scotland, and the Scottish Executive made a committment to develop a Plan for Action to guide this work by the end of 2001. In order to ensure that the Plan was based on the best available knowledge and expertise, the Executive gathered evidence from a range of sources. This included issuing a written consultation paper which was circulated to organisations in all the relevant sectors in Scotland, to which 163 responses were received. This report summarises the content of the responses.

Although a considerable body of research has reviewed the reasons for homelessness and people's experiences of homelessness, there has been a lesser focus on how people resolve homelessness and on ‘what works’ in promoting successful settlement. This study set out to explore the typical ‘routes’ or pathways followed to resolve homelessness and to resettle, drawing on the available evidence to make recommendations for policy and practice.
