Intended as a staff development guide to support the evaluation of quality across care and education, the aim of this guide (developed by a working group which included senior managers from residential special schools and secure care accommodation, with representatives from Her Majesty's Inspectorate of Education and the Care Commission) is to provide practical support for evaluating and improving the quality of provision made for children and young people and to promote excellence in residential schools and secure care services. It draws on best practice in monitoring and evaluating across different sectors of education and on best practice in residential special schools and secure care accommodation, aiming to highlight effective ways in which services can fully support vulnerable children and young people. It covers sources of advice and legislation, self-evaluation in the context of residential special school and secure care accommodation services, the framework for self-evaluation and gathering the evidence, and includes case studies and a toolkit entitled Aiming high through developing a culture of reflection within your service. It builds on advice given in the third edition of How good is our school?, and is intended to be read in conjunction with that.

This report is the result of the first systematic inspection of the conditions and treatment of prisoners under escort across Scotland. The inspection covers only the conditions and treatment of prisoners as they are taken to and from court, and when they are held in court. The report is based on visits to every court in Scotland, observation of the processes involved, and examination of the range of records kept in prisons and courts, by Reliance Custodial Services and by the Scottish Prison Service. It is also based on listening to prisoners, prison staff, RCS staff and Scottish Courts Service staff; and on the answers given by prisoners to questions developed by HMCIP and included by the SPS in the Annual Prison Survey. The main findings cover safety issues and decency issues.

The National Practitioner Conference 2007 was organised by the Scottish Executive Workforce and Capacity Issues Division, in conjunction with the Chairs of the five Change Programmes and building on ideas from a range of practitioners. The specific objective of the day was to give a voice to the people, i.e. front line practitioners, who’s input, buy-in and commitment to the Changing Lives agenda will determine its success or failure, as well as providing an update on developments. The conference was attended by over 140 people, which included practitioners from all 32 local authority areas. There were nine workshops which included presentations from BASW and the User and Carer Forum. Notes from these workshops are included in this report.

This report aims to describe the benefit system as it applies to kinship care, as well as considering related issues that kinship carers may face when attempting to access their benefit entitlement. This report considers a factual, contextual description of benefits and tax credits as they relate to and impact on any household where children and young people up to the age of 18 are resident, a set of scenarios that illustrate this and demonstrate the maximum benefit entitlement for kinship carers that accrues from having dependent children and young people in the household, an examination of the issues that may prevent households receiving their entitlements, and an indication of the types of assistance which could enable such households to access the benefits system more easily.

In March 2006, the Ministers for Justice, Health & Community Care and Education & Young People wrote to leaders of Health Boards, Chief Constables, Council Leaders and Chief Executives of local authorities, raising two issues relating to child protection services. By 31 May 2006, 27 collective responses from health boards, police forces and local authorities responsible for services in local areas has been received. Implementation of child protection committee (CPC) guidance and levels of confidence with undertaking the functions required of CPCs, and respondents’ assurances about identifying and managing the needs of children affected by drug misuse and drug misusing parents, and plans to ensure that children’s needs are being met are covered.
HM Inspectorate of Prisons: report on HMP Shotts inspection 12-16 February 2007

A report of a full inspection carried out at HMP Shotts between 12-14 February 2007 is presented. Six recommendations and a number of other points for action are made. 'Stable' was the word used by both the Governor and the representative of the Prison Officers’ Association to describe Shotts Prison. It describes the relationship between prisoners and staff; it recognises the safe atmosphere throughout the prison, which is remarkable in a prison that was once notorious for violence; and it takes account of the fact that many prisoners in Shotts have been there for a long time and many will be there for a long time to come.
‘Extended Home Leave’: information for families

An information leaflet for families that explains that extended home leave is a short period of temporary release from prison for up to seven nights per month and goes on to cover the purpose of the scheme, who can get extended home leave, how is extended home leave is decided and where to get help and information.

Twelve leaflet were produced under the Making the Difference series which aims to highlight the difference parents can and do make to their children’s learning. Research by George Street Research and commissioned by the Scottish Executive in January 2007 to evaluate the leaflets is described. The research explored parents’ views on how helpful the leaflets were, their awareness of the leaflets and the Parentzone website, parents’ views on the format, presentation and tone of the leaflets, parents’ and schools’ views on the impact of the leaflets on parents’ involvement in the school, and satisfaction with distribution of the leaflets, the topics covered and supporting materials. Quantitative interviews with head teachers and local authority staff, were followed by a series of qualitative discussions with parents.
