Extended schools childcare pilot: final report

The Extended Schools Childcare Pilot aimed to provide 'a virtual childcare guarantee' to lone parents that are not in work. In doing so, the pilot aimed to help lone parents and partners of benefit recipients into work. The pilots commenced in October 2004 in two areas of Scotland, Aberdeenshire and Fife, and ran until March 2006. Findings are presented from the evaluation of the Scottish pilot undertaken by York Consulting Limited in 2005-2006 and commissioned by the Scottish Executive. The evaluation comprised three distinct strands: a study of implementation, a ‘survey’ of lone parents and an analysis of available monitoring information. Methods of data collection included: qualitative interviews with delivery staff (Local Authority staff, Jobcentre Plus advisors, advisor managers and childcare providers), over 40 in-depth telephone consultations with lone parents and discussions with a small number of parents using new childcare developed. Good practice and lessons learnt are presented.

Findings are presented of research undertaken by York Consulting Limited on behalf of the Scottish Executive to conduct a scoping study into learning entitlement for young care leavers and young people not in education employment or training. The research aimed to investigate the views towards post compulsory education of young care leavers who are not in education, employment or training and young people who are not in education, employment or training and who have no experience of care. It also investigated these young people’s understanding and views of the current system of funding and entitlement and those of the individuals who influence them. It also explored whether entitlement alone is sufficient to encourage educational reengagement.

The Dialogue Youth Programme is a major national youth initiative targeting 12 to 18 year-olds and forms an important part of the Scottish Executive’s agenda to modernise the way government works at local and national levels. Supported by the Executive’s Modernising Government Fund (MGF), COSLA and Scotland’s 32 local authorities, the Programme is built on the recognition that whilst most Local Authorities have successfully developed youth councils or congresses, more work is required to attract both the interest and imagination of young people in terms of active citizenship. Such work is also required to address the perceived disinterest amongst young people in the traditional democratic process. This report summarises the key findings of the evaluation study.
