In Scotland a range of policies aimed at improving children’s health, development, and ability to learn, and to support and strengthen families and communities have been introduced. The focus of these policies for the early years is to give children under 5 the best start in life, with an emphasis on reaching the most vulnerable. Since 2002, there has been a move towards an integrated approach to policy and service planning and delivery.

This report presents the findings of a small literature review of mechanisms for dealing with child contact issues across jurisdictions in order to inform future discussions. The mechanisms considered in this review encompass advice, information and education mechanisms (including parenting plans, parenting agreements, parenting education), legislative, court-based and civil law mechanisms, and relationship support and social welfare support and service mechanisms, both those linked to or mandated by the courts and those independent of them. These various mechanisms can be applied in the contexts of contact dispute prevention, resolution or enforcement. The review looks at how some jurisdictions address contact issues where there has been a history of intractable conflict, child abuse or neglect or domestic abuse.

Independent research was commissioned by the Scottish Executive to provide a review of statistics on gender differences and inequalities in Scotland across a range of key areas of social and economic life: demographic and population change; participation in political and public life; education and training; the labour market; income and wealth; care and caring; health; crime and justice; housing; and transport. The report comments on the extent and nature of differences and inequalities as indicated by statistical trends, and on changes over time. Overall, there is evidence both of growing gender equality in certain areas and of persisting gender inequalities in others.
