The difficulties of finding accommodation for a man with learning disabilities who is unable to live in supported housing after assaulting a previous tenant is discussed. After assessing the risk, the man opts to by a property through a shared ownership scheme and receives one-to-one support.

The New Directions Team (NDT) in Merton provides an early intervention service for adults who are not engaging with frontline services and are experiencing multiple disadvantage, exclusion and chaotic lifestyles. Clients are predominantly facing eviction or living on the street, often have alcohol or drug problem or mental health problems. The team includes three outreach workers; one employment specialist; one recovery workers; one administrative worker; and six volunteers. Outcomes include 88% of clients being helped with their housing needs; 24% supported in education and employment; and a 35% decrease in offending behaviour. A short case study is included which explains how the NDT was able to help one client.

He is ready to move into community accommodation but has to wait for suitable accommodation. The policy aimed to give control of social care resources for learning disabled people to councils and to clarify that the NHS's job is to meet the group's health needs. The impact of the strategy to date in improving the care and life chances of people with learning disabilities is discussed. A short case study providing details of progress in Surrey is provided.
