Developing positive aspirations is a key factor in securing good educational and occupational outcomes, and an important component of autonomy. This study compared the aspirations of young disabled and non-disabled people, and examined the extent to which those aspirations were achieved.

Two decades of recent government policy has resulted in a complex mix of public and private sector activity in social welfare. This study explores the interaction of these sectors in areas such as education, health, housing, income maintenance and personal social services and sets out the background to policy options for the future. Looks at how the development of private welfare took place, who uses it and why, their attitudes toward public provision, and the constraints on changing the boundaries between public and private sectors. Evaluates the arguments for and against private provision and finance, in terms of both efficiency and distribution, and discusses policy options for the future.
