This book explores the nexus between children's rights and the law across the globe. Support for improving child welfare and upholding the rights of children is strong worldwide. However, the editors believe that in practice it often fails to recognise the emerging gap between traditional child welfare practices and the evolving nature of child vulnerability. They take an international perspective on child welfare, examining how global and national frameworks can be adapted to address the rights and best interests of children. Drawing on the latest international research, a wide range of experts redefine the concept of a 'child in need' in a world where global movement is common and children are frequently involved in the law. The book considers children as citizens, as refugees, victims of trafficking, soldiers, or members of indigenous groups and identifies the political and cultural changes that need to take place in order to deliver rights for these children. Particular attention is paid to child protection systems and the authors identify areas of child welfare and family law they believe systematically fail to look after the best interests of children, often through prejudice, outdated practice, or even the failure of agencies to work together. This study focuses on government objectives to improve educational experiences of children looked after by local authorities, particularly under the Quality Projects initiative, concentrating mainly on achievement, attendance and exclusions for older looked after pupils, and using a sample of pupils from 3 contrasting social services and education departments in England. GCSE results for looked after pupils are significantly worse than for the general school population; although there has been some improvement, government targets have been missed, and the study investigates the contribution of placements (foster care, children's homes and residential special schools for pupils with behavioural, emotional and social difficulties) to children's care and education. It looks at the local context, young people’s background experiences, placements and stability, quality of care, changes in young people's behavioural, emotional and social problems, educational progress, and support services and support costs. It concludes by considering the general messages from the study, the positive nature of a number of the findings and policy implications.
