This guidance is for all those involved with the care of children in children’s homes and accompanies the Children’s Homes (England) Regulations 2015. It provides further information on the nine quality standards set out in the Regulations that must be met by children's homes. For each Quality Standard this guide provides the text of the regulation, explanation of terms in the regulation, and guidance supplementing the regulation. These quality standards cover: quality and purpose of care standard; children’s views, wishes and feelings; education; enjoyment and achievement; health and well-being; positive relationships; protection of children; leadership and management; and care planning. Section 2 provides guidance to supplement matters relating to the management and administrative regulations (Parts 3 to 7 of the Regulations). The guide also includes references to relevant publications, research and guidance. Settings covered by the guidance also include: children’s homes providing short break care; secure children’s homes; and residential special schools or boarding schools who accommodate children for more than 295 days per year.
