The register provides a free service to adoption agencies to help increase the number of children in public care moving into secure, permanent families. It was launched in August 2001 and was fully operational eight months later on April 1, 2002. From the outset, it was envisaged that the Register would provide a national infrastructure for adoption services holding details about all children awaiting adoption and on all approved adopters. The names of children and adopters are not known to the register and cannot be personally identified from the database. They are referred to only by reference numbers provided by their agencies.
