Report of an inspection ten English social services departments carried out between November 1999 and August 2000. The purpose of the inspection was to evaluate the range and effectiveness of quality initiatives in areas related to social care. The inspections took place against the background of councils’ implementing the agenda of Modernising Social Services. The main findings of the inspection led inspectors to be cautiously optimistic. As part of the inspection methodology each council supplied a list of quality initiatives, from which three from each council were selected by inspectors. Without exception, all the case studies showed relatively positive outcomes for service users. The extent to which these quality initiatives represented an overall approach to quality was more variable. Possibly the single most important factor in service quality improvements was the use of effective information and communication systems.
