Asset based community development – enriching the lives of older people: a review

Purpose: The purpose of this paper is to demonstrate how asset-based community development (ABCD) can be used to build inclusive, connected communities that intentionally value the contribution of older citizens. Design/methodology/approach: ABCD was used as an approach to enable older people to transform their neighbourhood and make them a better place to live for all ages. The paper describes this approach and goes on to illustrate how it has been applied in three neighbourhoods using case studies. Findings: The case studies show that by using ABCD, connections can be made between people, associations/clubs, businesses and services, to achieve the aspirations the citizens have for their neighbourhood. The contribution of older citizens to community life is valued and the risk of isolation and loneliness reduced. Originality/value: The three case studies presented in this paper are unique in that they have applied ABCD with older people taking on the role of community builders and connectors. Explaining about... the changing face of regulation

Recently there have been a number of changes in the regulation of social care, all of which impact older people and the organisations that serve them. Key changes are the ‘Vetting and Barring Scheme’, which require the registration of all those working with vulnerable groups. The new ‘Care Quality Commission’, replacing the Healthcare Commission, has a statutory responsibility to protect and promote the health, safety and welfare of people who use health and adult social care services in England. Finally, the ‘Comprehensive Area Assessment’ is concerned with how public services work together to meet the needs of the local community. This article examines these changes individually, and what they mean for older people’s services. Noting that over people over 50 account for a third of the population, the author encourages this sector to ensure their voices are heard by engaging in the planning and shaping of local services. In conclusion, these changes are aimed at improving safety, quality of life, and general wellbeing of those that use these services.
Tackling social exclusion through neighbourhood networks

It has been three years since the publication of the Department of Health's 'A Sure Start to Later Life'. Sure Start schemes aimed to prevent poor health, poverty and social exclusion of older people. This has inspired a number of innovative projects across the country. A number of projects are highlighted including: the Leeds neighbourhood network scheme, the community development service Armley Helping Hands, and Caring Together, which trys to sustain social engagement of people mostly restricted in their homes.
Reconciling Putting People First and World Class Commissioning: a case study

Telford and Wrekin Council and PCT have developed a Health and Well-being Strategy that includes all health and council services that contribute to this area, including secondary health care. This article describes the challenges that they faced in understanding and agreeing shared priorities and how they used this whole-systems framework to keep a clear focus on what local people want and need, bringing together and making sense of national policy such as World Class Commissioning and Putting People First. The project is described under three headings: partnership working; agreeing priorities; and governance arrangements and performance management.

Partnership in inspection: lessons from the review of the NSF for older people

Joint reviews are an approach to partnership working between those involved in inspection and regulation. They provide great opportunities and some challenges. This article describes a case study of the review of the National Service Framework of Older People. The joint review itself was carried out by the Healthcare Commission, the Commission for Social Care Inspection (CSCI) and the Audit Commission through joint inspections in 10 local communities. The article discusses culture and commitment, organisational imperatives and governance.
How older people are improving the health and well-being of Northampton residents

The author talks of her work with The Healthy Communities Collaborative, a partnership of the primary care trust, the borough council, social services, Care and Repair and Age Concern. The Collaborative started as a small project engaging local people to reduce the incidence of falls among older people. The majority of the volunteers also happened to be older people. This led to other initiatives all based on the approach of engaging local people and giving them a framework and support to take action.
