This report includes a quantitative study, collecting statistical data on the numbers of racial harassment cases and information about services accessed for support if they have been racially harassed, and a qualitative study using in-depth interviews with 108 people: 71 residents who have experienced racial harassment which has affected their employability, and a further 35 to investigate the issue of under-reporting.

The research aims to gain a better understanding of the uncounted population in East London and to explore open solutions to the problems faced by such people. Section One of the report provides a review of existing sources of information and asks whether the official statistics are really so inadequate. It looks at the tools most commonly used for counting populations and assesses their relative strengths and weaknesses. Sections Two, Three, Four and Five analyse who the 'uncounted' are and how they live. Each section looks at some of the pressing issues faced by each of the four principal categories of the 'uncounted'. Section Two takes a particular look at the issue of refugee and asylum seeker dispersal. Finally, Section Six suggests ways of accounting for the 'uncounted', of meeting their needs and of benefiting from their contribution to wider society.
