A framework for the governance of research in health and community care is presented. The principles underpinning the framework apply to all research which relates to the responsibilities of the Minister for Health and Community Care. That is, research concerned with the protection and promotion of public health, research undertaken in or by the Scottish Executive Health Department, (SEHD), its non-Departmental Public Bodies and the NHS, and community care research. The aim of the framework is to bring together general principles of good practice and seeks to promote improvements in research quality across the board.

This document presents the findings from phase 1 consultation exercise which was carried out between 8th February and 8th March 2005. The objective of this first consultation was to confirm the respondents interests, collect high level views and obtain information to enable and inform a more focussed second phase consultation.

This circular introduces new operational guidance on implementing the Single Shared Assessment Indicator of Relative Need (SSA-IoRN), formerly known as the Resource Use Measure (RUM).
