NHS Health Scotland was commissioned by the Scottish Government’s National Programme for Improving Mental Health and Well-being to establish a core set of national, sustainable mental health indicators to support the Scottish Government’s drive on mental health improvement, as part of overall health improvement. These indicators, which will monitor the state of mental health in Scotland at a national level, are vital to the development of a comprehensive health monitoring system.

This paper describes work in progress to identify a set of national mental health and well-being indicators for Scotland that could be used to establish a summary mental health profile, as a starting point for monitoring future trends. The process in taking this work forward involves identifying a desirable set of indicators, scoping data that are currently collected nationally in Scotland, identifying additional data needs, and ensuring existing data collection systems include mental health and well-being. it is expected that an indicator set for adults will have been identified by 2007. The paper presents some for the conceptual and practical challenges involved in defining and measuring positive mental health and is presented here as a contribution to ongoing debates in this field.

Improving mental health is a national priority in Scotland. In December 2007, NHS Health Scotland published a framework of 54 indicators to support and promote consistent and sustainable national monitoring of adult mental health and associated contextual factors in Scotland. The first systematic assessment using these indicators was published in February 2009. This briefing covers its key points.
