This consultation sets out policy proposals to protect adults and young people aged 16 years and over from discrimination on the basis of age in relation to goods, facilities and services, charities, premises, education, public functions, and private clubs and associations. The scope of the proposals is therefore broader than goods, facilities and services alone. The proposals also cover health and social care and financial services, setting out the evidence of current discriminatory practice, scope and exceptions of proposals and how these would work in practice. This strategy provided a framework designed to: tackle racial inequalities in Northern Ireland and to open up opportunity for all; to eradicate racism and hate crime; and together with A Shared Future – Policy and Strategic Framework for Good Relations in Northern Ireland, to initiate actions to promote good race relations. It sets out the long-term, high level vision of the society that Northern Ireland is working to achieve. Six strategic aims are identified: the elimination of racial inequality; equal protection; equality of service provision; participation; dialogue; and capacity building. The strategy also sets out the principles the government will observe in pursuing these aims.

This policy statement aims to take forward and develop the 'living in safety and with stability' outcome of the 10 Year Strategy for Children and Young People in Northern Ireland and, in particular, elements relating to the safeguarding of children and young people. Chapters include: the extent of the problem, including key safeguarding and child protection statistics; measures to keep all children protected; protecting vulnerable children and young people (such as looked after children, disabled children, those involved with the criminal justice system, and those with mental health problems); responding when children have been abused; and implementing safeguarding arrangements. The concept of 'safeguarding' incorporates all preventable harm that impacts on the lives of children, with a clear focus on children’s personal development and well-being and making children’s lives better.

As part of the Promoting Social Inclusion (PSI) initiative of New Targeting Social Need (TSN), a commitment was given in the Programme for Government that the Office of the First Minister and Deputy First Minister (OFMDFM) would establish a Working Group to consider the factors that cause Older People to be at risk of exclusion. The PSI Working Group on Older People was established in 2002 and was made up of representatives from Northern Ireland departments, the wider public sector, the voluntary sector and organisations representing older people. This document sets out the approach to be taken by Government to promote and support the inclusion of older people in Northern Ireland. An action plan for the financial year 2005/06 has been established and will be actioned during the course of the year.

The Office of the Northern Ireland Commissioner for Children and Young People was established in 2003 with the key responsibility to safeguard and promote the rights and best interests of children and young people in Northern Ireland. Aims to implement the age provisions of the Framework Employment Equality Directive 2000 (FEED). Age discrimination must be taken just as seriously as other types of discrimination. The consultation on the draft Age Regulations seeks to: to inform about the decisions which have been taken and what the Age Regulations will require so that employers and providers of vocational training can prepare for them; to ask whether the explanation in this consultation document is unclear on any issues, so that any such issues can be addressed in the workplace guidance which the Equality Commission for Northern Ireland will issue next year; and to give a chance to comment on whether the details of these decisions will give rise to significant practical difficulties; and to seek views on whether the draft Age Regulations effectively reflect policy.

Outlines a strategy that contains the aims and objectives for all children and young people, with additional aims focussed on those children and young people who are in need or who are vulnerable. The strategy is to be placed in the context of Northern Ireland’s emergence from a period of conflict; there are therefore issues specific to children in Northern Ireland which need to be addressed. Responsibility for the delivery of the strategy will fall not only to government departments but also to all those organisations which provide services to children. The strategy should deal with cross-cutting issues such as tackling child poverty and increasing children’s participation.

Children are identified as being in relative income poverty if household income is less that 60 per cent of the median household income in the UK. Living in poverty has the potential to limit the aspirations and expectations of children and thereby contribute to a renewed cycle of poverty. The Committee found that there has been no significant decrease in levels of child poverty during the past three years and there are still more than 100,000 children living in relative income poverty in Northern Ireland. The Committee makes recommendations on: tackling rising costs (especially food and energy); promoting employment; increasing the provision of affordable childcare; policies to increase income and ensure low income families receive their full benefit entitlement; measures to tackle long-term disadvantage - in the long-term, improving the health and well-being and educational outcomes of families in poverty has a critical role in helping to address the cycle of deprivation. The Committee recommends the establishment of an independent expert panel that would examine and report to the First Minister and deputy First Minister on the contribution of the Programme for Government, Budget, Investment Strategy and associated delivery plans, to tackling child poverty. The development of a robust, properly resourced, implementation plan, supported by effective arrangements to ensure that all departments deliver on their child poverty commitments is critical if the Executive is to achieve its targets to reduce child poverty and eliminate severe child poverty.
