The main aim of this research briefing is to provide an overview of the Department of Health, Social Services and Public Safety’s policy proposals relating to the pending introduction of safeguarding legislation and the establishment of new safeguarding structures in NorthernIreland. In doing so, this briefing seeks to provide useful commentary and analysis around a number of the proposed key features and areas of operation which the Safeguarding Board for NorthernIreland will be responsible. It also refers to a number of the key findings and recommendations that emerged from evaluations of Local Safeguarding Children Boards in England and Wales in recent years. These pieces of research present a valuable source of comparative information which can be built into the early development and operation of the proposed new safeguarding structures in NorthernIreland.

The influx of migrants arriving in NorthernIreland between the years of 2000 and 2009 have moved NorthernIreland from a position of net migration loss to one of annual population gain. This paper outlines the key elements of this demographic change. Beginning with some historical background, the paper moves to the modern era, post-1973, and charts trends in international migration up to 2009. The paper then focuses on EU enlargement in 2004, the pivotal moment in modern migration. The inflow of citizens from central and eastern Europe is then profiled and discussed. This is followed by a short outline of migration trends in Ireland. The paper concludes with a brief discussion of the impact of recent international migration on the host community in NorthernIreland, including economic benefits, health and social care, housing, schools and social attitudes.

In 2007 the Office of the First Minister and deputy First Minister (OFMDFM) appointed independent consultants to review the case for creating a Commissioner for Older People for NorthernIreland. The consultants were also to advise on the potential role and remit of a Commissioner. They carried out research and met with age sector organisations, statutory bodies and other stakeholders
In 2007 the Office of the First Minister and deputy First Minister (OFMDFM) appointed independent consultants to review the case for creating a Commissioner for Older People for NorthernIreland. The consultants were also to advise on the potential role and remit of a Commissioner. They carried out research and met with age sector organisations, statutory bodies and other stakeholders and delivered a final feasibility report to OFMDFM in May 2008. A key conclusion in the report was that there was a need for a Commissioner for Older People. The report recommended that legislation be introduced to enable a Commissioner to be appointed with a range of functions, powers and duties. OFMDFM consequently drew up policy proposals and draft legislation and carried out pre-consultation with stakeholder organisations and a formal public consultation between October 2009 and January 2010.

...developments in the debate around child poverty and presents some key findings from new research on child poverty in NorthernIreland.
The Committee for the Office of the First Minister and deputy First Minister (OFMdFM) launched an inquiry into child poverty in October 2007. A final report in June 2008 identified six key areas for executive action: to create a strategy for tackling child poverty; to introduce policies to increase incomes; to tackle rising costs; to promote employment (including immediate action to introduce a child care strategy for NorthernIreland); and to reduce long-term disadvantage. The Department has since provided a detailed response to the Inquiry’s recommendations and updated the Committee on progress. The purpose of this briefing paper is to update the Committee for OFMdFM on the UK and Northern Ireland’s progress on meeting the government’s poverty targets. The paper also outlines some current developments in the debate around child poverty and presents some key findings from new research on child poverty in NorthernIreland.
