Data shows that people from black ethnic groups are four times more likely to have psychosis than white people; were younger, more likely to be unemployed, to have left school at age 18 years or before; more likely to come from an unskilled social class and to claim adherence to some form of religion. Launched in 2005, the Delivering Race Equality in Mental Healthcare (DRE) programme was a five year action plan for achieving equality and tackling race discrimination in mental health services in England. The DRE action plan required NHS services to deliver on three key aims by 2010: equality of access; Equality of experience; and equality of outcomes. This report highlights many of the known facts about mental health issues across the entire population, and makes recommendations for future action plans. It includes sections on parental mental health, violence and abuse, crisis resolution, early intervention and assertive outreach.

This resource tool has been produced to support health, social care and housing commissioners and providers who are seeking to deliver a more therapeutic pathway to recovery at lower cost. It starts from the premise that housing is recognised as a central part of the mental health recovery pathway. It is designed to support the continued development of a more outcome-based approach to commissioning on the one hand and a more integrated approach to service provision on the other. It is one of a series of papers commissioned by the NMHDU to help define the new relationships needed between NHS organisations and providers of housing related support services.

Focusing on reducing inequality in mental health organisations, this booklet aims to help organisations to bring about positive change. It is intended to help with reducing inequality in groups with protected characteristics as defined in the Equality Act 2010. It sets out ideas for reducing inequality at 4 levels: board or executive, service manager or lead professional, team manager, and individual. It gives examples of some of the ideas in practice and includes 2 case studies. It includes a table of diversity competencies and behaviours and brief service user vignettes as examples of how competencies can contribute to improved outcomes.

This report provides a collective view of what it is like to support and deliver Focused Implementation Sites (FIS) at a regional and local level. FISs were established as part of the original Delivering Race Equality in Mental Health Care action plan to demonstrate from the outset that change can be achieved. The purpose of the FIS is to facilitate and guide change, not directly impose it in a top down manner. The process was based on an academic change management model, the Tipping point model, and the motivation for the review was to provide space for the sites to reflect, take stock of progress made, focus on successes and identify clear actions for the future. Thirty two review panel members and 450 stakeholders across the 8 CSIP regions were involved in the reviews. Twelve key recommendations were identified: identify priorities; review governance structure; improve communications; measuring success; early implementer sites; professional development and support; service user/ carer involvement; partnerships and networks; community development workers; delivering race equality in rural areas; community engagement project; and mainstreaming.
