For most children and young people, hospital stays can be a daunting experience, but they are usually short and relatively rare events in a child’s life. For a significant number of disabled children, however, hospital admissions can be frequent and prolonged. Their needs bring many additional challenges to the children, their families and the hospital team, as well as to those responsible for their continuing care in the community. It is crucial that all involved in the care of such children should work together in the best possible ways to secure the best possible outcomes for them. This document provides an inspection framework to enable this to happen.

This report details the Inspection of the interface between residential and fieldwork services in Foyle Trust and Sperrin Lakeland Trust as commissioned by Ministers in November 2005 in response to concerns about the adequacy of the Trusts’ arrangements for child protection, identified by the National Clinical Governance Team during their audit of paediatric services in Sperrin Lakeland Trust. There were particular concerns about the safeguarding of children placed in children’s homes by both Trusts and about the Board and Trusts’ role in monitoring adherence to standards and quality of care provided. Findings are presented under five headings: the regional context – children’s homes and key themes; findings specific to the trust’s residential homes; findings specific to the fieldwork inspection in the trust; views of children and young people; and findings specific to the Regulation and Quality Improvement Authority (RQIA). The Report offers detailed recommendations in relation to each of these areas and sets out inspection findings in respect of both the Board and the Trust. In addition, there are a number of recommendations specific to the RQIA. The implementation of the recommendations will assist in the development of more effective working arrangements for the delivery of safe and high quality services for children and families

The purpose of the inspection of child protection services was to obtain information about the nature, range and quality of child protection services commissioned by Boards and provided by Trusts on both a direct and partnership basis, and to consider the strategic and operational functioning of Area Child Protection Committees and Child Protection Panels. The inspection team started its work in May 2005 "at a point of severe crisis in the Trust". This report sets out the inspection findings and recommendations concerning both the Board and the Trust, covering: planning, commissioning, monitoring and management and provision of child protection services; purpose of services; access to services; assessment, case planning, case management and record keeping; protecting vulnerable children in specific circumstances; quality assurance and managing performance of service; establishment and operation of the Area Child Protection Committee and the Child Protection Panel; case management reviews; equality and human rights; recommendations.

This report by the Social Services Inspectorate describes the first inspection of Child Protection Services in Northern Ireland, and provides a reflection of general and specific findings. The purpose of the inspection was to obtain information about the nature, range and quality of Child Protection Services commissioned and provided by Boards and Trusts on a direct and partnership basis. It was also to consider the strategic and operational functioning of Area Child Protection Committees (ACPCs) and Child Protection Panels (CPPs). The inspection considered practice against the agreed draft standards in relation to: planning, commissioning, management and monitoring and provision of services; the purpose of services; access to services; assessment, case planning, case management and record keeping; protecting vulnerable children in specific circumstances; quality assurance and managing performance of service; the establishment and operation of the Area Child Protection Committee (ACPC) and the Child Protection Panel (CPP); case management reviews; and equality and human rights issues. The inspection findings are discussed with reference to 9 key standards which were developed to assist the process of inspection and to enable the members of the multi-disciplinary inspection team to consider child protection services for children in a consistent and systematic way.

The purpose of this inspection of child protection services was to obtain information about the nature, range and quality of child protection services commissioned by Boards and provided by Trusts on both a direct and interagency partnership basis. It also considered the strategic and operational functioning of Area Child Protection Committees (ACPCs) and Child Protection Panels (CPPs). In Sperrin Lakeland Trust (the Trust), the Inspection Brief was extended to include the interface between field and residential children’s services, and within Foyle Trust. This Inspection was commissioned by the Minister in November 2005 in response to concerns about the adequacy of the Trust’s arrangements for child protection and concerns about the safeguarding of children placed in children’s homes by both the Trust and Foyle Trust and about the Board and Trust’s role in monitoring adherence to standards and the quality of care provided. A number of areas (17 in all) requiring attention were identified during the inspection for example; leadership and governance arrangements; lines of professional accountability; appropriateness of placements and management of risk within residential care; and thresholds, preparation and planning for case conferences. The Report offers detailed recommendations in relation to each area of concern.
