Several councils are working with social enterprise organisations to deliver services for those in need. The aim is to help communities play a more active role in shaping their local environment and create employment opportunities. Briefly profiles of some services including Community Campus in Middlesborough, which provides accommodation, training and support to homeless people aged from 16 to 25 and the Goodwin Development Trust which provides a neighbourhood warden service to combat its reputation as a no go area.

Accessibility planning is about helping people reach the jobs and services they require - particularly those members of the community who are most in need. Five Beacon award-winning schemes are highlighted. They include: the WorkWise project in Merseyside designed to solve transport problems that prevent people in deprived areas travelling to areas where they can find jobs; and the MyBus scheme in Nottinghamshire which helps elderly and disabled people who are unable to use conventional transport.
