In 2006, the then Scottish Executive set up the cross-departmental (now cross directorate) Occupational Segregation Working Group (OSWG) to take forward action within Scottish Government to tackle occupational segregation. Four core activities inform the content of this report: analysis of statistical data on gender inequality in Scotland, review of research on aspects of occupational segregation, analysis of current policy activity by the Scottish Government to address gender inequality/occupational segregation (including individual meetings with policy teams), and observation of, and participation in, the OSWG meetings. The report covers a gender analysis of the Scottish Labour market:, school education and qualifications, and the early years and education workforce.

The social exclusion debate since it emerged in the UK in the late 1990s has focused centrally on promoting 'participation' in decision-making settings. While young people have been a central group of concern within this debate, there has been a broad neglect of the issues facing excluded young people in engaging in participatory settings. Drawing on data from local partnerships to promote social inclusion in Scotland, this article reflects on approaches to engage excluded young people in decision-making settings. Offering young people choice about how, when and where they engage is vital if we are to increase the opportunities for young people to influence decision making.

Social inclusion partnerships (SIPs) were a key part of the Scottish Executive’s Social Justice policy agenda in the late 1990s. The SIP approach saw the introduction of new thematic partnerships which focused on the social exclusion of particular social groups, as well as an expansion in the number of area based partnerships which targeted the most deprived communities in Scotland. This report identifies the lessons which emerged from the practices of thematic SIPs, and finds that a range of distinct practices emerged within many of the thematic SIPs that differed from the approaches and rationale informing the work of area-based SIPs. Partnership building, engaging communities, strategic development, and mainstreaming of SIP activities are covered.

Recent policy developments highlight the importance of a more 'person-centred' approach within community care services. Within this framework, however, little attention has been given to the role played by frontline workers in delivering on these policy imperatives. Understanding the roles and experiences of frontline workers is crucial in understanding how frontline care can be made more 'person-centred'. The authors have looked at the barriers to and opportunities for promoting person-centred care for older people, disabled people and people from minority ethnic groups.
