Street children of Rio de Janeiro were observed in two field studies of four months each using a combination of key informant interviews, ethnographic techniques and in-depth interviews of a sample of 103 children. A typology of four distinct groups emerged which reflected the varying circumstances of the children's family and work situation. Most of the youngsters were found to maintain family contact. High rates of child abuse, illegal activity, prior institutionalisation and drug abuse were found in the sample yet pro-social behaviour was also evident. Most reported that they were on the streets out of economic necessity.

Social workers in the developing nations face much different conditions than their counterparts in the industrial economies. With few state resources, they have begun to develop innovative approaches to dealing with enormous social and economic problems of their clientele. Moreover, social work in the developing world is setting aside its longstanding preoccupation with political ideology and has shifted to a pragmatic effort to ameliorate poverty and social injustice. Conversely, social welfare in developed economies has turned away from state entitlements and is in search of a new set of measures to combat the dislocations of advanced post-industrial society. Argues that there would seem to be room for accommodation and convergence between the two perspectives.

This paper presents the findings of a multi-country research project on street children and youth in urban Latin America. Prior studies of street children have been too superficial, being primarily concerned with identifying the socio-demographic characteristics of this population. A more detailed, analytic view of the situation of street children has been lacking. By using an action research method, the data indicates that economic factors underlie the marginalisation of most Latin American children rather than familial factors (e.g. abuse and neglect), as is so often the case with North American youth. The implications of an action research methodology for assisting social work students to more readily grasp the research process and its relations to practice is discussed.

American social workers are increasingly drawn to the study and practice of international social work. As the economy becomes global, as nations become more interdependent and as democratic capitalism emerges as the new paradigm for development, social work in the US is challenged to reexamine its theoretical orientation and intellectual isolationism.
