In 2003-2004 the National Assembly for Wales approved Social Care Workforce Development Programme (SCWDP) grants totalling £4,250,000 as a 70% contribution to a total approved expenditure of £ 6,071,430. The programme remains very popular, 99.9% of the final grant approved was taken up.The main activities and outcomes for the year 2003 - 2004 were the following. Just over 1,720 specified qualifications were gained during the year, up by over 11 % on the previous year. There were approximately 65,000 attendances at SCWDP funded events, some 9% up on the previous year.

The overview report sets out the context for carrying out this work. The conclusions set out some key areas of practice which have been identified during this period which require development and improvement in most authorities. The remainder of the report is structured to follow the seven standards under which the recommendations in the Victoria Climbié Inquiry report were grouped for the purposes of the self audit. The analysis gives an overview of the findings from the visits to every authority. The validation process involved inspectors speaking to a total of more than 450 people including members, senior managers, managers, practitioners, other front line staff and chairs of Area Child Protection Committees (ACPCs). They also examined a sample of 220 case files across Wales and observed referral, intake and assessment services at first hand in every authority.
