This practice guidance makes recommendations to improve the quality of life, encompassing the physical health, and social, educational and emotional wellbeing, of looked-after children and young people. The guidance covers children and young people from birth to age 25 looked after in residential care, foster care, young offender or other secure institutions. The recommendations are based on research reviews, a practice survey, consultation with young people who are or have been in care, fieldwork with practitioners and testimony of expert witnesses. The recommendations cover: leadership; inspection; care planning; collaboration; placement; placement of siblings; health assessments; promoting mental health and wellbeing; diversity; education; and preparing for independence. Recommendations for further research, a glossary and references for further reading are included. The guidance is relevant to those working in the NHS, local authorities, the wider public, voluntary and community sectors. The guidance is not statutory, but will help children's services in social care and health meet their obligations to improve the health and well being of looked after children.
