Given the current trends of reducing the functions and mandates of Ombudspersons for Children institutions across Europe, the European Network of Ombudspersons for Children (ENOC) in 2010 carried out a survey on the role and scope of competences of ENOC member institutions. The aim of the survey was first to identify the current challenges and difficulties faced by individual member institutions and then to find common and efficient solutions on how Ombuds for Children institutions could be strengthened in order to ensure a better and effective protection of children's rights and to make sure children's views are taken seriously. The report considers twelve themes: is the legislation establishing the institution adequate; assessing institutions’ independence monitoring implementation of children’s rights; ensuring effective remedies for breaches of children’s rights; individual complaints; methods of campaigning for children’s rights; the institution’s visibility, relationships and influence; contributing to the CRC reporting process; compliance with Paris Principles and ENOC Standards; should ENOC review its standards; and current external challenges and threats.

Summarises the 170 page report which outlines the aims of effective government for children, justifies the case for special structures for children and goes on to discuss what central government should be doing for children. The report then promotes the case for new parliamentary structures, and for an independent Office of Children's Rights Commissioner.
