Why do people become foster carers? An international literature review on the motivation to foster

This international literature review asked “why do people initially consider fostering, and what factors determine whether they progress to application”. It was undertaken in order to identify strategies that might increase the numbers attracted to non-kinship fostering and who progress beyond making an initial inquiry. It was based on 32 studies from Australia, Canada and the United States. What most often led people to consider fostering was meeting or knowing other foster carers, or contact with a fostered child. Foster carers were often engaged by service providers to act as ambassadors in recruitment. The report concludes that this ambassadorial role should be strengthened in publicising opportunities to foster.
