The authors argue that the system of personal budgets is not working as it should, and that, unlike direct payments, it is not improving outcomes. They discuss the evidence for this and suggest another way forward. The authors argue that many people still want to be able to work in partnership with the state, and need support if they are to create a support plan to help them achieve maximum independence and wellbeing.
