Adult social care is undergoing major changes to transform the way services are designed and delivered. This guide discusses key elements in the transformation programme. It will help overview and scrutiny committees (OSCs) to assess the extent to which their local authority is planning, commissioning and delivering better social care, and will also be of interest to other councillors. The aim is to enable OSCs to consider the whole process of reform, how the elements fit together and how they impact on each other and the wider provision of social care and health. This good practice guide is a companion publication to 'Ten Questions to Ask if You are Scrutinising the Transformation of Adult Social Care'. The 10 different areas that are discussed are: whole-system reform; effective partnership with people who use services, carers and other local citizens; universal information and advice; promoting health and inclusion; assessment; self-directed support and personal budgets; early intervention, prevention and enablement; commissioning and market development; workforce; and value for money. Short case studies are included.

Subject terms:
joint working, local authorities, performance management, personal budgets, planning, prevention, self-directed support, social inclusion, social care provision, social care staff, adult social care, change management, commissioning, cost effectiveness, early intervention;
