Abstract:

The UK Government child poverty strategy (A New Approach to Child Poverty: Tackling the Causes of Disadvantage and Transforming Families' Lives) was published in 2011 and the European Union (EU) Recommendation on Child Poverty is expected to be published in 2012. This article discusses and compares the EU and UK Government approaches to child poverty. It reports that a rights-based approach is strongly advocated by the EU, while the UK strategy relies heavily on the concept of personal responsibility and improving parenting. It looks at the main themes, covering income, resources and financial independence, access to services, supporting family life and children's life chances, and children's participation, transformation of public services and empowerment. The authors argue that the EU approach to tackling child poverty is better supported by evidence than the UK approach.
