Abstract:

This paper takes local authorities through the issues they might want to consider in making decisions about how to reduce their budget in line with the government settlement for local authorities. It is based on a hypothetical local authority budget of £100 million for adult social care. It is intended to be used by all in social care and allied services who need to make decisions about the allocation of resources, addressing the need for cost saving and staying within the transformation social policy agenda. First it offers a framework which summarises the current patterns of spend within an adult social care budget covering: direct social services; broader prevention services; administrative costs; and assessment and care management costs. It then looks at different approaches to resource redirection and reduction, in order to achieve a balance of spend. The following section looks at taking a strategic approach to costs savings, and focuses on reducing demand by investing in preventative services. Investing to save, looks at whether investing in the right services, such as preventive, reablement services can lead to cost savings. The final section looks at how the framework would work with a £100 million budget.
