Abstract:

This report presents the initial findings of a survey looking at how English councils are applying personal budgets and direct payments, and the impact this is having on outcomes for citizens. It total 58 out of 152 authorities responded to the survey. Specifically, it aimed to capture:  experiences and progress on implementing personal budgets; commitment, confidence and actions to rolling out personal budgets by 2013; communication and workforce development; risk management approaches; financial accounting systems, and market shaping capabilities.  After outlining the methodology and describing the profile of the participating councils, the report presents the key headlines and messages by subject area. The report concludes that councils were "generally making good progress towards universal personal budgets by 2013".  Seven key messages for further consideration are also highlighted.
