Abstract: |
A four-stage approach to youth anti-social behaviour is used in Swansea: at stage 1 a letter is sent warning of the consequences of any further incidents, if another incident is reported within 6 months a stage 2 letter is sent and a home visit is made, where further incidents occur a stage 3 case conference is called including the individual concerned, and the final stage is to apply for an Anti-social Behaviour Order. This article describes the context and operation of Swansea's tiered approach. It also discusses the findings of a series of interviews with individuals working in the city (from the Safer Swansea Partnership, the police, the Youth Offending Team, and the Anti-social Behaviour Unit) on 4 themes: de-escalation and diversion; consistency and avoiding net-widening; inclusionary welfarism and multiagency partnership; and voluntarism, engagement and compliance. The authors argue that the findings provide evidence of a distinctively Welsh approach to youth justice, embodying key features of the Welsh Assembly Government's children's policy. |
