Abstract: |
A great deal has taken place in the field of community care in Wales since the publication of the first version of Gofal in 1997. Devolution has resulted in considerable constitutional, institutional and policy changes, as a result of which a distinctive social care sector is emerging in Wales. This publication is a full update of the original Gofal, and sets the context for social care for adults in Wales post-devolution. It starts with an introduction to the impact of devolution on community care. The next sections consider: community care and allied services; community care and individual need; providing community care; the financial implications of community care; carers; and challenging community care decisions and quality assurance. Using case studies, case law and examples of the policy and legal issues facing practitioners on a daily basis, the publication provides an analysis of current practice and policy issues. It may be of use as a reference tool, a study guide or a training resource. |
