Pathways to service inequalities among Latinos in the child welfare system.

Abstract:

Latino children and families are the fastest growing group in the child welfare system (CWS). Despite this, knowledge of developing, implementing, and disseminating evidence-based child welfare practices that are culturally responsive to Latino communities is limited. The aim of this study was to examine caseworkers’ experiences of working with Latinos to ascertain their thoughts on what barriers and challenges Latino children and their families experience while involved at any stage of the CWS. Four focus groups were held with a total of 17 caseworkers who primarily work with Latino children and families in Washington State CWS. Three major themes emerged from the discussions: risk factors for initial CWS involvement; institutional barriers to accessing and utilising services across systems of care; and barriers children and young people face in accessing and utilising effective services in the CWS. The findings show that Latinos face challenges in mitigating risk due to unjust child welfare practice. The CWS struggles to promote permanency and well-being among Latinos. The caseworkers provided recommendations that focus on developing organisational policies and procedures to address barriers and to promote positive outcomes among Latino children and families involved in the CWS.
